Please try to such kind of research that helps society...Your topic is not bad but the area i.e CSIR labs is too narrow to pursue phd, and Select a proper title such as "Institutional Repository of CSIR Labs: A Comparative Study" or something like that.. You can give more emphasis on the user study in this topic.
