Who first used the phrase ‘Bibliographical Control’ ?

 

(A) Paul Otlet (B) Henry LaFontaine      (C) Luther Evans         (D) Konrad Gesner

UGC give the answer option (C) Luther Evans, But as per the referred material I think right answer is (D) Konrad Gesner
