Newspaper clipping service in a school library

Would anybody please explain how to give "newspaper clipping service" in school library.

Should it be based on subject? How can it be organised?

first decide subjects

cut news clippings from newspapers

make a file with subject name

display the newspaper cuttings on notice board

News paper clipping service should be on library notice board and generlly we cut some important articles on current issues , some prominent person's/event pictures.news paper clipping we can't get always on subject.
