Is Ph.D. registered upto 10th July,2009 exempted from UGC NET?

Is it true or this rule is under consideration. Please help me to know the exact ruling of UGC 2009.

as per ugc meeting 472 if your phd registered before 10 th july 2009 then you are exempted from net. yes, it is right.
