Academic Status to Librarian: UGC Letter and Court Order

Dear friends,

    For the information of all concerned the UGC letters on Academic Status for Librarians is attached. Also Delhi High Court's recent judgment containing long arguments on academic works of Librarians  is also provided. We have to defend all our legitimate rights and fight back all attempts from any quarters. Together we march to get the same designation of teachers and we have to teach a paper- information literacy and knowledge resources.

Some of friends responded to my blog posted on10 September 2013.Many Many thanks to them.But a prudent systematic approach needed to solve this problem.We cannot achive it by signing or submitting petition to the UGC.It needs judicial intervention and we have sufficient documents to contest the case. But Who will ring the cat's neck? The legal question involved is as follows

1.UGC is not drectly affilating body to colleges

2.UGC RECOMMENDATION is not binding on State Govt

3.UGC has no control over technical,medical,Ayurvedic,Agricultural colleges

4.However Statutory bodies like AICTE,IMC,CCIM  are more powerful than UGC as they are direct  affilating  body to their colleges.Their recommendation as regrds to minimum standard is binding on state Govt.They have prescribed minimum standards for library but taking liberal view on library and taking very hard stand on teaching standard.I personally,since last two years ,am on communication with CCIM and central Govt to take  hard stand to consider"Library must be a crieria for affilation"Unfortunatly they are not responding to me.I am contemplating to move to High court in near future.But it is very sad no library association is working towards this.

I appeal all the librarians unitedly move to Court seeking"Library must be a criteria for affilation to colleges and qualification of librarian should be as per UGC norm."Then all other things will be autometically achived.

It is also unfortunate without addressing the above cause ,we are demanding to UGC for consideration for research project.If standard of library is optional and not mandatory in the eye of UGC and other statutory bodies,why they should allow librarian for research funding.

I appeal all the librarian to address the root cause.

   Thanks. U address the core of the problem. Standard collection in  Library and at least one  librarian with UGC qualifications must be made mandatory for affiliation of any academic institution. But the problem is whether such large number of librarians with UGC qualification are available for all colleges and universities in India ?? 

Dear ones,

If College Librarianship requires UGC qualification, why should it be made dilute?Then, what is the point of such discussions like academic status and parity?

Why not professional bodies like ILA and all raise these points to appropriate higher authorities.

I they can't, its time to restructure these bodies.

It is unfortunate to say that I have requested Central Council of Indian Medicine as well as Ministry of AYUSH to prescribe qualification fo Librarian of Ayurvedic Colleges of India with all supporting documents,as CCIM is duty-bound to prescribe qualification for staffs in Ayurvedic colleges.But they did not even response to my 3 applications .After seeking action taken report on my application,during proceedings of second appeal before Central Information Commission ,CCIM stated that my applications were not traceable in their office and Librarian being a non-technical post they cannot prescribe any qualification needed for Ayurvedic colleges.

If statutory bodies like CCIM,the apex body for affiliation to BAMS AND MD/MS(AY) course, stating Librarian is a non-technical post,whom to blame ? This is the ground reality of policy makers in our country.

 Should not  academic community protest it?
