Current Trend in Recruitment of LIS Professionals for Library Trainee and Library Intern at IIM, IIT and NIT

When going through the job advertisement some Institutions require hands on experience for the Job title Library Trainee, and some Institutions need post graduate MLIS candidates for the same. In some Institution the maximum age limit is 35 for trainee job and those are the current trends.

Do A Library Trainee or Library Intern need hands on experience in library software application for job title Library Trainee?

Why they need a post graduate?

Who is a Trainee ?

A trainee is commonly known as an individual taking part in a trainee program or a graduate program within a company or Institution after having graduated from university or college, both are designed mostly for young people, combining work with training and preparing young people for their future careers by helping them to become 'work ready'.

It is very unstructured pay scales are set in the autonomous CFIs. The MHRD is silent on this issue since the autonomy is given at the local levels. It is the diversity but not unity. I can guess, only a good employer, Director of the Institute always seeks the satisfaction of the employees rather in other things. Because battle can't be won by motivated soldiers.

There any many rules regulation made for making payments to employees on contract(even on permanent) it's the local intelligence/authority which understands and implement, also be ready to answer if any audit objection arises.ย 

The benefits of less pay/emoluments:

The employer saves the money(Explicit)


Problems raised by lesser payment/emoluments,

Fixed the pay base which affects the payment in the next levels(can be identified and measured)

Effects the living of the employees(can be measured)

Compromises the interests/motivations/objectivities(can't be measured)

Many thanks for your post highlighting the ambiguities.

The reasons behind the ambiguities are several.

(a) My first reaction is that "Children are paying for the SINS of Parents"

It is an undenying fact that since many of us in our generations, our earlier generations and our immediate next generations had been insincere in service and gave more priority for Salary and Pay hikes only while the service component became secondary. As a result, today's generation are paying for our lack of devotion to service!! As a person of that generation, I feel myself equally responsible for the present situation.

(b) Partly because of such practices of the employees and partly because of changed economic & financial policies, the governmentย  opted for "cost-cutting" in sectors which were 'supposedly' not compelling necessity in practical sense especially for those sectors which had no or low/poor bases of Unions/Associations!!

(c) Additionally, with huge number of pass-outs from Universities & especially through distance modes of education, the job market for Library professionals is too overcrowded!! As such, if any organization observe that they can get a qualified professional in throwaway prices, why should they expend higher amount? As such the institutions are at a lark to recruit staff with throwaway price. For example, if tomorrow the UGC advocates for contractual Library staff for institutions under its hold, I am absolutely confident that within a few months you will see that all the colleges are filled with contractual Library staff with below 40K salary for the Librarians!!ย 

(d) Another reason is since the vacancies due to resignations,or retirement of staff are not being filled through recruitment in Time-Scale posts, the institutes have no option but to recruit new staff on contractual basis. It saves money and adds more manpower. For example, the Salary of a Library & Information Assistant is around 50 K in Class A Cities. Additionally, the office will have to pay his P.F (@ 10% of Annual Basic + DA), Full pay for 30 days and half pay for 30 days and 15 days' salary as gratuity + LTC and other facilities and as such for each staff the CTC (Cost-To-Company) becomes around Rs. 7-8 Lakhs per year for a single permanent staff. If they get three staff with less than 6 Lakhs per year and flexibility to retrench themย  any time why should they recruit staff in permanent post? while there are abundance of competent professionals in the market?ย 

(d) Now coming to the context of "Training" of the Trainees & Interns, the designationsย  like "Trainee", "Intern" etc. are quite cunningly devised so that they are recruited for a definite /limited period. As we the Library professionals are quite small in number and our Associations are inert, and the position of Library professionals in most institutions are not so "vital" for daily functioning, they take liberty to indulge into such activities. I have mentioned this deliberatelyย  to highlight the situation as you will not find such intern positions for Accounts & General Administration sections!!

(e) Apparently it seems that the system is an effort to develop a stream of competent manpower for the Library services. In that case, the trainees/ interns have to work on different departments so that they get ideas & develop knowledge of working on various departments of a Library and understand the various components of Library activities ( just like the House Staffs in Medical Profession). But very few organization adopt such practices.

(f) Earlier, the British Council & American Centreย  Libraries used to recruit Trainees/Interns and they were put to work on all the sections of the Libraries sequentially. Certainly those Trainees used to develop skills & knowledge as usually for recruitment outside, they often used to get priority over rest of the applicants. Now, in the changed scenario, mostly these Trainees/Interns are put to work to clear backlogs (like retro conversions of catalogues to develop the OPAC,) I know of two Kolkata Institutes where the trainees were put to workย  for (a) sequentially arranging the loose journal issues to send them for binding & (b) re-shelving of Books. As you can understand that in both of the two cases, the trainees had no opportunity to learn any technical issues pertaining to Librarianship.

As such, finally, as I personally feel, the Traineeship/ Internship, mostly the nomenclatures are ornamental. But, I must admit that if the new young pass-outs are given real opportunity to work in established libraries/ libraries headed by competent professionals, that will be extremely beneficial both for the young professionalย  and the profession.

Butย salaries of library professionals must be based upon their individual qualifications, experience, size and nature of the hiring institutes. but this is not followed in any of the above mentioned Institutions.ย

I think the issue you have raised has been adequately explained by Sri Munesh Kumar in his post and I again repeat when supply is abundant, the price goes down!! unless there is specific & clear cut mandates from the government. Unfortunately, the way our economic policy moves, we are supposed to experience more severe situations!!

I personally feel that it is high time, we should think seriously about thoroughly remodeling our syllabi so that young professionals do not need to depend upon Organization based service. Rather they can start Information consultancy firms as entrepreneurs. It may seem odd at present circumstance but as I personally feel that this is the only alternative.

In one of his great essays in the collection of the historical Essays of an Information Scientistย  the late Dr. Eugene Garfield has explained what prompted him to set up the ISI, the Institute of Scientific Information. If you go through the essay, you will find the B/W picture of an Young Garfield in front of a thatch House where he first started his grat Organization!!

There is no doubt that most of us lack the Zeal of Gene Garfield and at the same time, it requires teachers with extraordinary innovative ideas to restructure the courses all through and unfortunately there still exist a gap between the working professionals and the academics in Universities in our field. But it is a bare fact that unless & until they introduce interdisciplinary courses with assistance of professionals outside the academia, in a not too distant future they will find deserted Departments and at the same time the students will find that the avenues are blocked by so may individuals that they will curse themselves to elapse the golden period of their lives to study a "dead subject".ย
