LIS Links Press Release: UGC Major and Minor Research Project

The position of Assistant Librarian, Deputy Librarian, Librarian in University level organizations, and Librarian in College level organizations is at par with that of Assistant Professor, Associate Professor and Professor in Universities and Colleges in regards to entry qualification (NET/SLET/SET, Ph.D., API Score, etc.) and pay scale. Librarians are treated as Academic/Teaching Staff by UGC / AICTE. However, in a recent announcement by the UGC, Librarians are deprived of taking Major and Minor research project. As mentioned in the University Grants Commission Research Project for Teachers XII Plan Guidelines (2012-2017), “Only the teaching faculty of Library Science, Physical Education, Principals and Vice-Chancellors will also be eligible to participate in the scheme”, and as referred in University Grants Commission Minor Research Project for Teachers XII Plan Guidelines (2012-2017) “Only the teaching faculty of Library Science, Physical Education will also be eligible to participate in the scheme”. This is an injustice to the Library and Information Science professionals. It is disgraceful to find that in the XII Plan, Librarians are excluded from the eligibility to get research projects under the UGC; although they were eligible in the XI Plan. This exclusion is highly demotivating to the Library and Information Science professionals and may affect the whole education system of the country. If the Librarians are debarred from taking Major and Minor research project, the growth and development of the Libraries will face many hurdles.

            Libraries are very important part of an educational institute, and the people working in it are the backbone of that institute. Various committees have also cited the importance of libraries and library professionals. In this era of inter-disciplinary studies, information explosion and digital deluge, students learn more from various kinds of resources. The Librarians deals with the entire universe of knowledge and professional librarians are often acknowledged as "instructor of instructors". Only the librarians are looking after the acquisition, classification and supply of written information to the students, faculty and others in any kind of educational institution. If the librarians fail due to wrong policies it will retard the growth of culture and economy, and affect the quality of education in any type of educational institute.

In an initiative taken by LIS Links (www.lislinks.com), which is India’s largest social network for Library and Information Science professionals, a memorandum has been sent to Prof. Ved Prakash, Chairman, University Grants Commission (UGC), Bahadur Shah Zafar Marg, New Delhi detailing the disparities towards Library and Information Science professionals in the UGC guidelines for Major and Minor research project. The memorandum has been signed by 1216 number of Library and Information Science professionals from all over India covering representatives from each State and Union Territory. A copy of the letter is also sent to Dr. M. Mangapati Pallan Raju, Minister, Office of the Minister of Human Resource Development, Dr. Shashi Tharoor, Minister of State, Office of the Minister of State for Human Resource Development, and Shri Jitin Prasada, Minister of State, Office of the Minister of State for Human Resource Development.

            In the memorandum, the LIS Links appealed UGC and MHRD to look into the matter and try to uplift Librarianship in the Country by removing the disparity between teachers and library professionals. In the communication to UGC and MHRD, the LIS Links stated that while the whole world is appreciating librarianship and the role of libraries in furthering education, it cannot be considered an appropriate move by UGC that would degrade the quality in the whole education system of the country.

I could not understand, why teachers of this profession are silent. They are requested to join this movement. It is not for librarians problems, it is a big problem of the society which society demanded library based society which is absolutely fake. 

It does not affect them. It may be a reason why they are silent.

Most of the Teacher never agreed with the status related maters with the librarian point of view. so it is quite obvious that whatever they are getting if librarian also getting same salary, MRP, Travel grants, Study leave etc so they never agreed with the problem of librarian. even it is so pathetic that when a librarian is librarian he is protesting but when the same person got the faculty job his visions and views changed by just before rising the next sun. ethics is the word said by the teaches in last century you know......

You have done excellent work for the benefit of the LIS community.But i am giving few experience which we have faced in New Delhi last month for the same purpose. We the members of  West Bengal College Librarians Associations( WBCLA) went to UGC office on 19th of September 2013 for that purpose and meet Mrs kanta barta officer of the Major Minor project of UGC. Asked several question regarding this matter. Mrs Barta very clearly explained that it is not mistake.....librarians are not eligible to do so because they are not teacher and that is why their name is being removed for MRP 2013-17.yes she said the word 'removed.....'

previously i am the first person to sent a personal message to all including Mr Ajoy kamble, later he post the information of MRP in lislink after my personal message in FB to his account.Even i have post these iregularities in all the Library/ Librarian/ Library associations related Group of facebook.

We meet the AIFUCTO officials in Kolkata and they request us to join Dharna in delhi with our problem of MRP which will be held on 20th. we joined their. Mr. Asoke Barman,AIFUCTO president has been done few steps for us.Before join to delhi we sent several mail with table based pinpointed information to him and he admits some sort of injustice has been done. in the Dhrna day, after the dharna of the same day 2 delegation went. one went 2  ugc office and another in HRD minstry. In both of the places a demand of charter has been placed with discussion with the officials . our problem of MRP is being clearly written over their and discussed the matter both of the places very clearly. in Venue of Gandhi peace foundation on 21st of september 2013, a meeting was held of AIFUCTO...and i was present on behalf of WBCLA... the officials of the AIFUCTO discuss the matter all including our matter regarding the previous day delegation. So UGC and HRD knew the facts very well and before joining to delhi we have taken an initiatives from IASLIC and taken letter from secretary for that injustice and giving a letter against the matter from IASLIC including WBCLA which by hand deposited to the UGC office on 19th.

It is my observation, nothing will happen. We need more protest. UGC intentionally done this thing and if we cant protest it will continue to all respect including our salary in the next pay revision matters.

My exp. was not so positive....but ya our protest is needed more food.

i am giving few suggestions:-

first, whatever draft you have made, it should be sent to all associations over mail and request to all associations to sent the draft with their letter head to the given officials and addresses.

secondly,liaison with the people specially those are like emeritus in rank in LIS should talk to the UGC directly.

third, personally talk to the UGC because it is clear that neither it is mistake nor typographical error. it is intentionally done by policy takers. it is also passed  with UGC meeting so any rectification need spl care from policy makers. we need to hammer our matter regularly with all communications channels to these policy makes.

Forthly,We have to mentioned clearly if MRP is given for Librarian what type of benefit society or institutions should get or in other words all are loosing to what extend.why librarian is unputdownable we have to prove it in words of mouth, words of writing  and also in protest.This is a not a one day war...it is very continuous process and after victory for UGC NET in supreme court they thinking that they are the supreme authority to do whatever they think....

last but not the least, Personal  level communication with the decision makers are so crucial like those are in respectable position...if your teacher or VC or register, friends, relatives is a friend of Mr vedprakash the chairman of UGC or vice chairman etc the some sort of results.. otherwise nothing can be done. all will be ineffective efforts or all in vain.

its understood that the our teachers played very important role in the rejection from taking up  of UGC Major and Minor research project by librarians . In the entire education system no subject teacher think their student less but our profession teacher always they think, i want one thing to  ask them, they are teaching library practice or else. but its sure that if they continue this they will be nothing of library science at end because they are teacher if we are student otherwise they are nothing, most of the teachers practically do not know how to manage the library and they are just theoretically good , thats why good research in library and information science yet to come. people who do not know about library management what they will teach and teachers also having the bread due to the libraries and library science but they are not unethical abot the development of library science. SAME TO HAVE FOOD DUE TO LIBRARY AND LIBRARY SCIENCE.

SEE THE MAN WHO HAD LIVED AND CONTRIBUTED LOT TO LIBRARY SCIENCE BEING A MATHEMATICS S PROFESSOR, TODAY THE TEACHERS ARE LIBRARY SCIENCE PROFESSOR BUT THEY ARE NOT WORRIED ABOUT LIBRARIANSHIP, IT MAY BE DUE TO THEIR SELFISHNESS. ITS SHAME
