I am currently working as a Librarian under the Ministry of Defence (MoD). I joined at the entry pay of Level 6 (7th CPC).
However, I have observed a significant pay anomaly: Librarians holding the exact same educational qualifications and carrying out similar responsibilities in several other Central Government Ministries and Departments are being recruited at/upgraded to Level 7.
This disparity exists despite the historical guidelines established by the Ministry of Finance Review Committee (1990) and subsequent Office Memorandums (OMs) intended to maintain uniform pay scales and categorization for library staff across all Central Government organizations.
I am planning to take this matter up through official channels and would deeply appreciate suggestions from experienced colleagues on the following points:
Recommended Next Steps: What is the ideal administrative procedure to raise this issue? Should I route an individual representation through proper channels first, or is it better to take it up collectively via our departmental Library Association?
Legal & CAT Precedents: Are there any specific Central Administrative Tribunal (CAT) judgments or High Court orders concerning pay parity for Central Government Librarians (specifically Level 6 vs Level 7 upgrades) that I can cite in my representation?
Relevant OMs: If anyone has copies or references of Ministry of Finance or DoPT OMs that clarify entry-level qualification linkages to Level 7 for Librarians, please share them.
