Krishna Kanta Handiqui State Open University, Assam has the Diploma in Library and Information Science (DLIS) programme where the eligibility is Class X + II.

No, VMOU is not conducting Certificate, but Diploma. Only Certificate.

Online Certificate Course in School Librarianship 

A six months Online Certificate Course in School Librarianship (CCSL) begins at Regional Institute of Education, NCERT, Manasagangothri, Mysore. The course was formally inaugurated recently by Prof. D.G.Rao, Principal of the Institute.
