This journal will be treated as National or International as per API ?

Basically any journal with ISSN is a international journal. We are calling paper from only india.So it is a national journal and peer review journal (refreed). A per API you will get 15 point. We are also trying indexed it? after indexing, any paper published in our journal will get 20 point.
