when we can expect DOPT orders for 4600/- grade pay for library information assistants?

I feel it is not the DOPT who issues the orders but it is the Ministry of Finance that issues the order

Central Government pay fixations and other anomalies orders are issued by DOPT only.

But I think in this case (not yet clear) Ministry of Finance will issue final orders.

IGNCA (Indira Gandhi National Centre for Arts) (an autonomous body under the Ministry of Culture, Govt. of India), New Delhi granted Grade pay of Rs. 4600/- to Library & Information Assistant, please refer to IGNCA website for orders/ Recruitment Rule (Available Office Orders link)
