There are different norms for different courses.  You may refer the attached AICTE HANDBOOK for the same. Hope this serves your need.

   I think the norms of each professional course are given in their websites, the medical council of India norms specifies for 7000 books for permanent recognition this should be increased every year. The norms usually specifies the number of books per batch of student and not  for "per student"
