How to convert Automated Library into E Library (Step by Step) feedback required

Dear LIS Professionals,

I'm a school Librarian, I have 15000 books in my library. Please suggest me step by step, how to convert automated library into a E Library, and what will be the cost (per book), required manpower ,how much money will be required and how many days required for this procedure.

I need yours value able feedback, and comments.

1. You can make e library by compiling all Open Access Resources. for that you can refer my site, Julhas Ali e-Library

2. Make a site, upload your subscribed born e resources, or scan printed resources(rare copies which are in demand) and compile it.
