Madam,
I think there is no Indian universities offer PhD in LIS without interview for JRF holders because Ph. D.admission depend on vacancies available in university & availability of guides. & first preparense always gives to senior (experienced candidate) I attached herewith Solapur University guideline & process of taking admission in Ph.D
