and he/she is working very less money like:- 4000/-, 5000/-, 6000/-, and a qualified person is looking for a job. and many institutions appoint fresher candidate or non professional 'coz he is being paid very less money in this case fresher candidate or non professional candidates are not working properly 'coz they dont know proper work 'coz they never learnt now they are librarian. It's redicules and after 2 or 3 years institution is realized that fresher candidate or non professional candidate is not good for this profession but now nthing can't do 'coz they have been finished the library and now at this time the institution will appoint a qualified Librarian and he/she watch the library has been finished and it will take time to get proper library.
than plz tell me is it right ?
and I know everybody is free to work anywhere but can a non professional person work as a engineer or doctor?

Yes you are right that we should come forward to appreciate his/her afforts but when he/she is working as a librarian and he/she is not eligible to work as this post and for this case what should we do and on the other hand a qualified person is working under his/her than how can you say so ?
