Advance payment for Journal Subscription

Dear professionals,

is there any Govt. of India or Ministry of Finance order regarding 100% advance payment for Journal/Periodical subscription in an university?

Please see the GOC norms.

When GOC was founded it was a body comprising people from govt.side as well as publishers' side.
