Academic Status to Librarian: UGC Letter and Court Order

Dear friends,

    For the information of all concerned the UGC letters on Academic Status for Librarians is attached. Also Delhi High Court's recent judgment containing long arguments on academic works of Librarians  is also provided. We have to defend all our legitimate rights and fight back all attempts from any quarters. Together we march to get the same designation of teachers and we have to teach a paper- information literacy and knowledge resources.

Sir please do something for CBSE school librarian also .This is root.

sir i have worked as college Librarian for about 34 years in a Govt college and got retired during 2024 after completing 62 year. please forward the copy of the letters sent by ugc to haryana govt as said by you to my mail i.d ayyappanbpk@gmail.con since the letter is urgently need to claim my Leave salary for 300 days. kindly help me in this regard. further if you have any other letters in this regard i.e librarian are non vacational teaching staff  please send that also to my mail id

In respect of  my clarification raised  whether  Librarian are categorised under non vacation teachingtaff   you have informed that  the last year UGC issued a letter to Haryana Govt. (I have copy of the letter and can provide who ever is interested) in which it has been clearly mentioned that "Librarian should be treated as non-academic non vacational staff".  kindly provide the copy of the letter and send to my email id ayyappanbpk@gmail.com or in the LIS Portal. the letter may be useful to all library professionals to claim their leave encashment salary.Once again i req suest you to provide the letter.

    Thanks for this information about the status of the Librarian. What is the status of the Asst. Librarian in the arts and science  college and what is the working hour of the library for asst. librarian?

 Many many thanks.My idea is that we should be united and make a joint-action committee.We shouldmove to Supreme Court for declaring librarians status in college at par with teachers.We have many documents to substantiate As the cases varies from different state to state,different type of affiliating professional bodies like IMC.CCIM,AITCE etc.,different type of universities and colleges,Supreme court will be right forum,I appeal librarian friends in New Delhi should take sincere efforts in this regard and every body should be ready for sharing cost involved in it.My personal appeal to LIS LINK to lead the matter.If we will succeed,this movement will be a significant  revolution after era of SR Ranganthan.

My personal support is always for the said cause.

       Thanks to Mr. Barman for putting the UGC letters in the web site and others who actively participated in the discussion. Thus we can conclude that Librarians were granted academic status by UGC. But now as our Haryana friend remarks they are excluding librarians from the teaching community. If things are going like this Librarians will be out of UGC scheme in the next pay revision. The main reason I suspect Librarians use RTI Act effectively that pricks many UGC officials.So they try to teach librarians a lesson.

      Now the situation is DO or DIE. We should mount pressure on UGC through friendly MP's, Ministers and finally through Courts. This is a war  which we can not fail. We are fighting for the right cause. So we will win however tough it is.

Dear Friends

The ultimate solution for this issue is the formation of Library Council of India. All other professional bodies have their own apex councils. When disputes arise, the Government and other statutory agencies generally take advise from these council. So work for such a great cause.
