Why this Law is essential for library professionals:

Many number of reasons are demanding for this Law "Every Library professional his/her right salary".

1.Effecting library smooth functioning: Without proper salary system a good library never will run smoothly because as per library science three main elements are essential for the smooth function of library are books, users, and staff, if library has good collection of books and good quality of users but staff of library has no proper  salaries and he did not know the scale of government then It is essential to make study about then  it is possible, a library can run internal working smoothly therefore it is essential for the professional to study and it will act as 6th law of library science and should be included in library science syllabus.

2. Professionals Confidence level decreasing: In the age of dynamic development every one going to making achievement day by day and our professionals only struggle for his self development, then how they can increase of library progress and facing guilty of his her life therefore it is very necessary for increasing confidence level of library professional for making right salary system.

3.Library Professionals exploitation: Many councils and education bodies like AICTE,NCTE,MCI,DCI,UGC,NCTE,NCERT etc. are making different level inspection as per norms of Government and inspecting libraries and  they always ask about library functions but never ask about salary scales of staff therefore how system of library will  work properly where professionals  exploitation being done by poor inspections.

Five law of library science are incomplete without 6th law.

1. Books are for use (Particularly meant for better use of library)

The first law constitutes the basis for the library services. Ranganathan observed that books were often chained to prevent their removal and that the emphasis was on storage and preservation rather than use. He did not reject the notion that preservation and storage were important, but he asserted that the purpose of such activities was to promote the use of them. Without the use of materials, there is little value in the item. By emphasizing use, Ranganathan refocused the attention of the field to access-related issues, such as the library's location, loan policies, hours and days of operation, as well as such mundanities as library furniture and the quality of staffing

2. Every reader his/ her book

This law suggests that every member of the community should be able to obtain materials needed. Ranganathan felt that all individuals from all social environments were entitled to library service, and that the basis of library use was education, to which all were entitled. These entitlements were not without some important obligations for both libraries/librarians and library patrons. Librarians should have excellent first-hand knowledge of the people to be served. Collections should meet the special interests of the community, and libraries should promote and advertise their services extensively to attract a wide range of users.

3. Every book and its reader

This principle is closely related to the second law but it focuses on the item itself, suggesting that each item in a library has an individual or individuals who would find that item useful. Ranganathan argued that the library could devise many methods to ensure that each item finds it appropriate reader. One method involved the basic rules for access to the collection, most notably the need for open shelving.

4. Save the time of reader.

This law is recognition that part of the excellence of library service is its ability to meet the needs of the library user efficiently. To this end, Ranganathan recommended the use of appropriate business methods to improve library management. He observed that centralizing the library collection in one location provided distinct advantages. He also noted that excellent staff would not only include those who possess strong reference skills, but also strong technical skills in cataloging, cross-referencing, ordering, accessioning, and the circulation of materials.

5. Library is a growing organism.

This law focused more on the need for internal change than on changes in the environment itself. He argued that library organizations must accommodate growth in staff, the physical collection, and patron use. This involved allowing for growth in the physical building, reading areas, shelving, and in space for the catalog.

 If we are acquiring all the qualifications, eligibility, experiences, etc...as the teaching profession then why we should put behind the teaching profession & neglected... We are also doing Master Degree, M.Phill, Ph.D, & other Technical qualifications....then why we should not have Right Pay or Justified Salary Structure with same reputation, respects, equal status as Teaching Staff....This Salary is a measure issue for Librarianship....If we will get high salary then definitely people will never see us in a low qualified people....Proper Pay of Salary will absolutely raise our strength to provide better & innovative services to our clientèle.

Thank u so much tht u serious & action oriented people have formulated such Association. So many Professionals still unaware of this Association. I also want to be a part of this Association..............

  First of all I would like to greet u that u have raised dis valuable & vry imp. issue. I am toally deadly in favour of this 6th Law tht Every Library Professional his/her Right to get appropriate salary. Because our Profession is a noble job & not below the standards of any Teaching Profession. But still we are accounted as always Non-teaching Staff  & time has come now to demolish it. Dear Professionals,

Right Scale is our Right. But at the same time we have to check what r the hierarchies inside the libraries. In some states, All Professionals r treated as Librarian (Librarian -I, Librarian-II, Librarian-III) at the same time some states treated them as Librarian, Sr. Librarian, Selection Gd. Librarian. In some states their is hierarchy like Jr. Lib. Professional, Sr. Lib.Professional., Asst. Librarian, Librarian etc.

 In Maharashtra Difference in the scale of Librarian(15600-39100 with AGP6000)  and Assistant Librarian(5200-20200 AGP2800/-) is Rs.3200/- in AGP. And apex on it is that after 36 years of your service as Asst. Librarian you can't touch even 9300-15600 AGP4200/-.

So we Have to come together at national level to solve theses anamolies and should creat one nation one criteria scheme.

Dear Mr. Mukesh,

Framing laws of any subject field needs extensive and exhaustive knowledge of the subject to the core. For example Laws in Physics are laws of the subject function and not physicists, any theory or law pertaining to a subject gives us the basic rules to understand the subject in a better way and to erect a strong knowledge base  based on these theories, laws, postulates etc. Therefore involving people in the basics of any subject does not seem to be a good idea that too salary can never be a part of five laws which are the building blocks of LIS. Yes salary is definitely a very important aspect and there is simply no standardization in India for this . but there is no need of changing laws from five to six but what is required is a change of norms in professional ethics, remuneration system and rules govering the institutions. For this bodies like UGC, AICTE or Professional associations should take the responsibility. And it is professionals responsiblity to make these associations realise their responsibilities. See AICTE has fixed remuneration and eligibilty rules but how many AICTE affiliated Institutes follow these ??? How many professionals have guts to speak against these Institutions when they are made to sign on actual cheques but they receive amounts much lesser than what they should. ? How many of us have a heart to speak against such mal practices ?? These are only a few questions there are many more. to be answered before thinking of framing any law as such...

U are right ,needs extensive and exhaustive knowledge of the subject to the core  is essential before doing any work therefore this law is essential for library professionals because in every where in India five laws are well known in only teaching for smooth functioning of library  but how an unscaled library staff can fulfill all the laws and it is true library are made up by three things -books,staff, reader and all are covers in five laws but they don't have provision for right salary.

  • A Good library has good collection of books.           ok
  • A Good library has more quantity of readers.            ok
  • A Good library has minimum (scale) salary staff       .?   Becouse during study time our law has no proper study of salsy and sacle so it essential to our system to make proper study of right salary sytem as per catergirses scales by Govt. on state and cenrtal level jobs.

so it is essential to make study for proper salary & scales in form of 6th law of library science for improving and developing our staff knowledge, before join they can negotiated his her salary as comparatively study information.

e.g

An Engg never takes law salary because he knows his her salary criteria.

but

library fresh professional does not know any thing about his / her salary structures and they easily join in scale of private security guard ( pl don't take this seriously this an example only I never wanted to heart to my dear professionals.)

Mostly our freshers are joining in 4000 -12000/-  range only. 90 % professionals are not getting proper scale in private sectors.

As per total list of all India Institutions

only 30% Institutions are  run by state and central  Governments .

70% Institutions are private and run by the private bodies in form of trust,societies of individually.

if u are not in favor of 6th law -OK but this is  your human duty to please aware to our genius professionals for his / her right salary, it is also possible to aware one to one, those are not in favor of 6th laws library.

Presently We are in primary stage of this law and struggling for more betterment.I never wanted to change in the  five laws of  library science  but I never satisfied by the five  laws only and change should required there for betterment our profession , in the time of Ranganathan ji India have only some intuitions and corruption was in very low % but now every aware about % of same.
