University Assistant Librarian is not Eligible for 5 Non Compounded Increment for Ph.D.

Dear Forum members please respond ..

My friend who is appointed as Asst Librarian in a Govt recognized University with Ph.D. in the Library science at the date of joining in the service as per the UGC pay scales. But the University authorities doesn't sanctioned the 5 non compounded additional increments for Ph.D. degree. Even they did not allow to do Orientation and refresher courses for CAS which are  necessary. 

After repeated representations they said there is no need to do OC and RC for the Post. 

Also they given  a letter no need to do OC and RC courses.

The post advertised along with non teaching posts. Is it mean that the Asst Librarian comes under Non teaching and not eligible for 5 increments was their reply.

Now I request to the forum members Whom shall we approach to get the clarification regarding this issue.

Who is the higher authority to direct the university.

Just go through the "UGC Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education, 2010". Here is the link to Download.

First confirm that whether the post carries 6000 AGP or not.
many state universities have Asst Librarian Gr II post also having 4200 GP or 5400 GP

if, he is under 6000 AGP , they all rules are there in UGC site.

Sir, thank you for your response ... Yes the AGP is 6000 but the University authorities blindly denied to sanction the additional 5 increments for PhD and not allowing to do OCs and RC s

He must be given the increments.

This seems erroneous as per the UGC norms but certain universities also offer "AGP" similar to Central Govt. Grade Pays. As I understand the AGPs approved by UGC  are Rs.6000; Rs. 7000, Rs. 8000, Rs. 9000 & Rs. 10,000 with Basic Pay Scales of 15,600 -39,100 for the first three AGPs and Rs. 37,400 - Rs. 67,000 for the last two. However, certain Universities are offering "AGP" Rs. 5400, Rs. 6600, Rs. 7600,  with Basic Pay Scales of 15,600 -39,100 & Rs. 8700, Rs.8900 & Rs. 10,000 with Basic Pay Scale of  Rs. 37,400 - Rs. 67,000. However most of these universities are Private Universities, but I presume that as they are using the word "AGP" either they are unaware of the actual AGPs or deliberately offering lower pay scales!!

Sir, Thank you for your clarification... at present the AGP is 6000 , but they didnot sanctioned the 5 additional increments for PhD degree , and not allow to do Refresher and Orientation courses.. which are necessary for Sr scale and  getting 7000 AGP

See final regulation UGC 2010

9.8 Five non-compounded advance increments shall be admissible to Assistant
Librarian / College Librarian who are recruited at entry level with Ph.D. degree in
the discipline of library science from a university complying with the process
prescribed by the UGC in respect of enrolment, course-work and evaluation
process for the award of Ph.D. in Library Science.

Can M.phil  at entry- level  get non-compounded increment?

Yes,

M Phil will get 2 increment.

If the candidate is not set or net with PhD mean only PhD at the time of appointment, some universities not allow 5 increment, but OC & RC their is provision that phd holder is exemption one or both P. refer circular. In Maharashtra some Joint directors rejected the cases of only phd without net or set.
