MHRD and UGC Reply: Librarians are not Eligible for UGC Major and Minor Research Projects

 

Today I have received the following letter from MHRD in response to the LIS Links memorandum to the UGC as well as MHRD regarding inclusion of Librarians in the Eligibility Criteria of UGC Major and Minor Research Projects. The letter is quite demotivating to the entire Library and Information Science professionals. I am keying the text without any modification on my part (for original copy click here)

Sir,

With reference to the D.O. No. 59260/ MOS/HRD(PS) dated 04/10/2013, on the subject cited above, I am directed to inform you that, as per XIIth Plan guidelines, only the teaching faculty of Library Science, Physical Education, Principal and Vice Chancellors will be eligible for Major /Minor Research Projects.

Dear Badan,

Ok now it is clear.. on their part... Now we need to file an RTI covering following points.....

1. What is definition of teaching faculty? Is it differ to that of Academician?

2. Library professionals are declared as academic non vocational staff by UGC/MHRD in case academician/teaching faculties are same then library staff automatically becomes eligible for major or minor projects.

3. Name of the members deciding XII plan... is there any library profesional to represent them?

4. What is the reason that force UGC to withdraw the eligibility of Library professionals to take a major/minor project.?

5. If there no strong point then why they exclude us from the eligibility of major or minor projects.

you can add more after the suggestions from LIS Professionals these question should be asked from both MHRD/ UGC....

and yes what are the steps the get it amended to include LIS professionals.....

One more thing. This is actually not a proper reply of our letter... they just wrote what was written in the XII plan circular on UGC website.... We sent a letter them to request to include LIS professional under the eligibility to take a major or minor project... we did not request them to repeat these words.....

This reply is ridiculous.....

Dear Pawan,
UGC never ever gave a proper reply to any question or RTI application. They used to quote from existing order or memo.
Let the comments come from other professionals regarding our future move.

MHRD will not do anything unless sufficient pressure are put from existing library associations.

I already forward a copy of the memorandum to the MHRD, but till now no results.

Dear Badan,

Please keep this discussion at top so that it could be accessed by maximum number of LIS professionals.... Such issues can not be taken as granted..... We must keep in mind that next pay commission is on the way and we may face other such decisions of UGC....
