Thanks for your post.

The best option is to consult with other similar organizations in your locality. Send them official mail and ask for their vendors who are rendering satisfactory services for past 3 years. Get the reply through mail/letter so that you have documents.

Now approach your Authority with the copies of the letters for the vendor.

Since advance payment is required for journals, please keep the records in writing so that if Audit people ask you for clarification, you will be able to substantiate your action with requisite documents.
