Dear Ma'am

As Shri Ray Sir has assured you to help in policy formation and creation of a rules - regulations manual, that is the ultimate support for you. 

I would like to just express my opinion by quoting previous replies/views. As you are looking for a library policy, it seems you are setting up a new library. In this case, followings might be right;

Number of users are less,

Size of collection is small,

Few services, 

Lesser risk and the middle level of management. 

With these above factors, I would suggest, "instead of making and adopting a full-fleshed Library policy (ex. JNU Library Policy), you may divide and segment your requirements into pieces and make then make the rules - regulations and amend time to time when required in a constructive way.
