Madam, IGNOU Offered Phd both in July and January session. Eligibility is that Master degree then you have to appear in Entrance Test+Interview+Presentation and if you are NET qualifited or Mphil exampt from Entrance test, then you have to go for Intervew, before sending your application you have to prepare a synopsis 3000 - 5000 words.
