no college has University Assistant professor /College Professor,

like University Assistant Librarian / College Librarian

So

University or College, the entry level is Assistant Librarian

The University or College, the Staff Cadre may be

Librarian

Deputy Librarian 

Assistant Librarian

Like as

Professor

Associate Professor

Assistant Professor 

so

modification has made in draft regulation

as 

Professor/Librarian

Associate Professor/ Deputy Librarian 

Assistant Professor /Assistant Librarian

if it is the above structure

so  we need not ask each and every time for scale and status

Then we can get all the benefits like as teachers.

In some state, no clarification about the librarians is come under teaching or Non-teaching,

so  no uniformity for librarians for retirement, consider as a teacher, leave. it is varying university to university

so this is the time to dissolve the inequality between teachers and librarians
