How to analysis Revised Web Impact Factor (WIF)

In Webometric analysis, calculation of Web Impact Factor is done by using search engines.
The calculation of WIF with Alta Vista search is not available now. The Alta Vista is owned by Yahoo. Google does not supported for boolean search for calculation of WIF.

Please guide me how to calculate revised WIF.

Personal Web crawler Like: SocSciBot 3.0, SocSciBot 4.0 and AceBit etc. These personal Web crawlers are meant specially for calculating the WIF and are the best tool for calculating the WIF because the search engines sometimes extremely uneven and leads to misleading calculation.
