Essentiality of No Objection Certificate from School Library to College Library

Is it essential to provide no objection certificate for applying college service commission. If I apply as fresh candidate what difficulties  shall I face?

if the vacancy is advertised by state/union commission then u just have to intimate the head /authority of the institution/deptt.. In other cases you to go through either by  proper channel as advertistd or by obtaining NOC from the recruiter.

Of course intimation must be in written format.
