Why UGC change time to time there Qualifying Qualification for any Job/Post.

society is dynamic in which what is today, may not be tomorrow. so every thing must be changed.
UGC changing the qualification to various post/Jobs in accordance with change of working environment.

I would also like to know i have completed my M.Phil in 2004, dose UGC accept it without NET /SLET can you pls let me know about it
