According to the norms of the UGC, candidates have to appear for written exam followed by presenatation. NET is not required for getting admission.
I think its Pre Ph.D Entrance Test(PET)

I am unable to know what do you mean by "PET"? Can you explain it or give its full form?
No,according to Latest setup rules by UGC, you will only attain personal interview conducted by concern department, PET is only those candidate who directly enroll MPhil or Ph.D.
i hope you understand.

If we have submitted our synopses of Phd in march 2009. that time UGC rule for Pet was not there. In this case , for these students also Pet compulsory? please guide me.
there is a condition as per my knowledge. if u want to do your phd in same university where you have completed your m.phil and tha topic of mphil you want to continue then there no need to entrence text. you will give only interview. and second thing if your want to phd from other then your mphil university. in that case you have to continue your mphil title for not giving entrence text. if u want to work on new topic then may ne many of university not exmpted entrence text of phd for mphil holders. if i have any mistaken then kindly correct me.
My experience gathers that only NET qualify candidates are exempt from PET, not so with mphil
