Mandatory online resources as per new guidelines by AICTE !

Does someone have the link to the document where AICTE has made some policy regarding subscribing some mandatory online resources in its technical colleges ? Plz forward if someone has this link .........!

if you are with management college there is Ebsco database which is mandatory to subscribe.
