Why there is no Study Leave is granted for doing Ph.D in Library Science Field ?

I dont know why there is discrimination between Teaching Faculty & Library Professional (Non-Teaching) for doing the Ph.D in same subject fied? Is the award of Doctorate is different for Library professionals & library Teaching Faculty ? Comment on it.....

Good evening, Study leave is granted to in service employee after complition of five years regular services.

Yes u r right but still then private employer are not following it at all for non-technical people.
