Dear Forum members

What is the policy to make a REFERENCE COPY in any Academic or other Library?

  1. Is it the first copy of Title?
  2. Is it a Costly Book?
  3. Is it a rare collection?
  4. Is it a textbook (one book reference)?
  5. The book cost decided by the library the cost do not below form Rs. 1000/-?
  6. or any local rules decided by the library?

Can you please give me the right answer.

Thanks
