Can anyone any let me know how to create a social networking website for a specific group of people like www.lislinks.com, or create a site like www.netugc.com. Is it free or paid?

a) If you know about a little bit of HTML and other programming language then creation of a social network like www.lislinks.com will cost in between Rs. 10,000 - 1,00,000 a year and a site like www.netugc.com will cost from Rs. 500 - 1,000/-
b) If you dont know about anything and would hire a designer then creating a site like www.lislinks.com will cost in between Rs. 14,000 - 1,40,000 a year and a site like www.netugc.com will cost from Rs. 1,000 - 1,500/-
