Active Service Spent on Pursuing Research Degree (Ph.D) May Be Counted as Teaching Exp. for Direct Requirement / Promotion

"The period of active service spent on pursuing Research Degree i.e. for acquiring Ph.D. degree simultaneously without taking any kind of leave may be counted as teaching experience for the purpose of direct recruitment/promotion to the post of Associate Professor and above."

Sir,
Universities will be deciding, "what and how to do?". If it is applicable for all the students in Ph.d. across the India, there will be lots of difficulties for universities in framing the parameters because it is default case, will be equally applicable for all.
