Accessing Encrypted Wordpress.com

Dear Professional,

I have created our library website, but it is not access from other computer on internet. It is mentioned that your connection to wordpress.com is encrypted with modern cryptograhy. Please guide me how to make univeral access to our library page developed on wordpress.com.
