It is a predatory journal. Why do you pay to publish in this non-sense journal? There are many scholarly journals and you can work to publish in the real reviewed journals. Do not encourage bogus ones!

UGC list has many many predatory journals. I can show several examples of such predatory journals in the UGC list. You can see the LISFORUM lists. Many
LIS people have provided evidence.

This journal accepts papers until 20th Oct and within three days you will get the notification. In ten days, they publish your paper. You can see how people are diluting the academic and research system. The brief CFP issued has many language inconsistencies and typos.

I have not checked however, whether the journal is predatory one but speaking about quality of journals and their editors/Editorial Board Members, in more than one occasions as I asked for the credentials of Editors and Editorial Board Members, no reply came from the post writers. I feel that had they been honest, they should have replied in the open forum describing their credentials. It would have been a good gesture at least. However, I think that the UGC's stupid mandates are mostly responsible for spawning of such publications.

Your observations and perceptions reflect the issues in the journal published in the country. In LIS forum, there are series allegations against the UGC list. How can they determine the journals for inclusion? There is no standards or criteria they developed. When a journal decides the acceptance of a paper within three days, you can understand its level. Most of the Indian journals are money-making business tools. The editors are not able to write even a few sentences correctly! How will they edit the scholarly journals? Thousands of the papers published in Indian journals have millions of flaws! All the journals must publish the profiles of the editors openly. Journal publication process in our country stands far away from honesty!

I personally feel, this is not platform to discuss for official journal which is recognized by UGC. If anyone have serious objections, may send their comments to the concerned official body like UGC . Example, many are getting doctorates or masters by third class universities or colleges and some of them are placing at very higher positions. Same, we can’t comment on individual level or particular journal because these are recognized by UGCor official body after its due process. It is upto us whether we are interested to submit than submit otherwise preferably not to discuss at individual level .

As a person belonging into the so called "Old School", I believe and rely upon the proverb "Deserve, then Desire"

As I personally feel, the root of all these inappropriate issues is that a considerable number of people don't believe in that philosophy. As I understand, Everybody have some sort of limitations and we must realise and accept it.
In our time when there wre no APIs & publication of papers or getting Ph.Ds or doing a Project works were not compelling necessity/criteria for getting promotion/up-gradation, a section of Library professionals still used to write papers, attend Seminars/Conferences and used to take up projects out of their passion. Certainly they used to be a class apart among their Co-Professionals and the others accepted it without any serious egoistic mentality presumably because those were not money related issues. Now, with the change in time as prospect of money came in to the scenario in the form of promotion/Up-gradation, an unhealthy environment creeped into existence and people irrespective of their ability, thronged into this unhealthy practice. I am almost certain that if the UGC lifts this mandate, a large number of our co-professionals will loose interest to contribute papers in Journals and to attend seminars/conferences or even doing Ph.Ds. In my opinion, it will be a blessing in disguise as those who are genuinely interested to pursue research, will be in the league!

I apologise to all the forum members for my comments if it hurts somebody's consensus, but from my personal experience, I have observed that the title of the papers and their contents are often deviate to a considerable extent and in the CV only the titles of the papers are mentioned which in several cases seems to be extremely catchy but as one peeps through the contents, the lousy quality comes into view. In an interview for a Sr. post of Librarian in a Central Research Institute, I faced a candidate who flaunted 24 publications while fortunately or unfortunately, I had read a few of his papers and none of them were worth mentioning. When I asked the candidate about some data & statistics on one of his/her papers, I received a nonchalant reply, "look, I have sent questionnaire and I have written what I received from them". I was visibly stunned. The person was so simpleton to realise that when he/she claims credit of the paper as its author, it also includes responsibility of any ambiguity in it!! During the discussions the individual confessed that the publications were because of compelling necessity to increase API score for getting senior scale in service in a College. I hope this explains the situation and the reasons behind it.

Yes. i agrees the comments of Dr. Siddhartha Ray.

We need to accept criticisms and evaluation if development is required. You can please read the call for papers. One who cannot able to write correct English is editing a journal! You can able to understand the standard and quality. UGC is not taking any effort to improve the standard of higher education in India. There are a few well-established facts documented very clearly.

India is the leader in predatory journal publications.
India is leading in terms of plagiarism.
The per paper (indexed) publication of Indian researchers is far lesser than many countries.
The mean citation rate of Indian researchers is lesser than many other countries.
The top academic positions in India are occupied by pseudo researchers and high prolific researchers are not recognized and supported.

You can correlate the S & T population of our country with the scientific productivity.

Fact is bitter. We need to honestly accept and digest.

Here I would like to share my experience regarding the paper publication in a fifty-year old reputed journal. I sent my research paper to that journal. The paper's language, methodology, references etc. were completely checked by two Senior Professors of Library Science. I also checked my paper on anti-plagiarism software- Turnitin (13%). Among two professors, one was the teacher of the editor of that journal. At first, the editor rejected my paper, since I was new and it was my first research paper. Later I approached that Professor and requested to help me in published my paper, than my paper was accepted. But I rejected the Journal, and published my paper in another journal. Most of the well established LIS journals in India published papers only by approach. Quality of the paper is secondary issue. Some quality papers are rejected in said-good journals but accepted in new and low circulated journals. Some Journals' publication system is so time consuming (take more than one year), and the editor neither select nor reject the paper. You are confused what to do. If paper is rejected after one year, than research data becomes obsolete.

Many thanks for your post and narrating an extremely important issue and you are 100% correct.

Indeed there are biased mentality among many journals and it is a known fact and internationally accepted. Indian Journals are no exception. Additionally, since Indian journals are not published by professional Publication houses, barring a few, they are rather casual in dealing with papers contributed to them. I faced the same situation in my young days and it is really so frustrating! (especially to know about rejection after several months!)

Once one of my papers on Clinical Medical Librarianship was not published for long by one of the leading Indian Library Science Journal in Mid 80's while two of its next issues were published by that time. Fortunately as I went Delhi for official purpose a couple of moths after submitting my paper through Regd. Post (my office bore the expenditure and naturally kept the necessary records in Despach Register !), I went to the journal office and nobody could trace out my paper even after waiting for more than two hours. In those days everything used to be done manually, I could not blame them to trace out my paper from a host of contributed papers but what made me feel disturbed is the way they keep the contributed papers. They used to keep them into an open cardboard box and anybody can take out any paper any time and/or mutilate/destroy them. You can well understand how dear a paper seems to new/young authors and I was advised to send the paper over again and by this time 6 months have elapsed. As I was returning to Calcutta with a broken heart, in the train, to pass the time, I was just reading the copy of the manuscript and discovered that several of the issues needs to be updated and modified as the contents were nearly a year old and an excellent article on Clinical Medical Librarianship was already published by Kay Cimple in the then Bulletin of Medical Library Association of USA.

Upon return to Calcutta, I sent them a letter to withheld the manuscript (to keep official record) and then after modifying the manuscript I again sent them a Registered letter requesting to withdraw the paper as the data could not be updated and sent the paper to an International journal which was eventually published  by next three months. It taught me two good lessons of my life time: (a) If you want to publish in an international Journal of repute, write an article with multiple aspects of studies. It may limit the number of your article in quantitative count but you may get it published in a reputed & International  journal enabling you to get better & higher  visibility and readership as well as citations. (b) And the other, if you have at least 5-6 Publications in at least moderately reputed International Journals under your belt, you will have your papers accepted in Indian journals on priority basis!!
