please see again the advertisement of sarguja university

they have published the minimum qualification for assistant professor as

ASSISTANT PROFESSOR:
(General faculties- Chemistry/English/Geology/Mathematics/Management/Physics)
Good academic record as defined by the University with at least 55% of the marks or equivalent grade wherever
grading system is practiced at the Master degree level. (This neither includes nor allows rounding of marks to make
it 55% or 50% as the case may be through grace marks procedure permissible even under the University rules).
SEVEN POINT SCALE:
It is clarified that where the university/College/Institution declar e results in grade points which is on a
scale of seven, the following mechanism will be referred to ascertain equivalent marks in percentage:
Grade Point % Equivalent
‘O’ – Outstanding 5.50-6.00 75-100
‘A’ – Very Good 4.50-5.49 65-74
‘B’ – Good 3.50-4.49 55-64
‘C’ – Average 2.50-3.49 45-54
‘D’ – Below Average 1.50-2.49 35-44
‘E’ – Poor 0.50-1.49 25-34
‘F’ – Fail 0.00-0.49 0-24
(i) Besides satisfying the above mentioned qualifications, as a mandatory requirement the candidate
should have cleared the National Eligibility Test (NET) conducted by the UGC/ CSIR or similar test
accredited by the UGFC like SLET/SET.

This Institution was established in the year 2000. I have joined this Institute in June 2007. The collection in library was 23000 at that time. 15 days befor my joining another person has joined the library however management has decided to give me all responsibilities. There is no written communication which has happened for the same defining my job responsibilities. It is a 7 people strong team in library and the library system is fully automated. While there was no stock verification which has happened when I joined library, I have asked management team to do the verification exercise , they have not agreed. Management team decided to perform Stock verification last year during the circulation period. It was found in the verification that 1100 books are missing. They provided me the list of books and we provided additional information on 700 books in library with sign and stamp of stock committee. After six month we provided additional details of 80 books carrying stock comitte team sign/stamp. Still they are maintaining that 1045 books are missing.

 

From 2000-2012 library is shifted to five places and four library professionals have left the organization. They have not done any stock verification from 2000-2012. Now I am being charged for the missing books where as it should be a collective responsibility of management, faculty-in-charge and library staff.

 

Please note that we have an open access system in library since beginning with an average attendance in library at 250-300 per day. The open system is vulnerable to theft. I have kept management updated about it and suggested them to get some security system, those requests were denied.

 

We are following open access system in library and most of the students are higher secondary and degree level. When the average attendance in the library is about 200 to 300 daily, then it is quite obvious that some student may do such type of misdeeds.  Is there any rule about library book lost? There is no security system but I have time to time inform authority about it. 

 

My question is who is responsible for this issue because in this case I have no taken charge/no stock verification report. I have also all missing books bills/stock register Xerox /check out history generated by LIBSYS/screen shot catalogue generated by LIBSYS. But management was not agreed. please send any rules.
