AICTE which sets guidelines for all affiliate colleges, never focussed on the non-teaching staff in the library, particularly the pay scale for book bearers, library attendent, etc.

From my knowledge i think you can do activities to attract childrens and even teachers also.
Competitions, organise different camps,(craft, drawing, favorite book) Display of New Titles, Newsletter, Celebrations of Events (World Environment Day, World Book Day),Learn-English, Encyclopaedia Britannica), networking Professional Lectures / seminars, News-analysis / Top stories / Book-Reviews, Display of highest read titles, List of students who have read max titles in a year
