Dear Sri Mithun Raj,
I went through your msg.
This is a fact that govt. Organizations generally do not forward application to lower posts. But because of "exigencies" your director can consider your case. I understand that Dr. Tapaswi retired a couple of years ago. In case he lives in Goa, you can approach him. But first you appeal to your Director & talk to your COA. [Controller of Administration]
I inquired about this issue to my CSIR friends at Calcutta but they could not tell about any such case. In case your service is older than 01/01/2005, then you have old pension facilities and if you resign and join a new post, you will loose it. You may do one thing at this interim period. just send an "Advance Copy" of your application to the Kerala Institute and explore whether there is any at CSIR institute at Thiruvananthapuram who may be willing to get a transfer to NIO and secondly approach to the CSIR through your Director to get a green signal to apply for the post because of family reasons.
I too will try to dig out any such incidents in any other Govt. Labs like ICMR/DBT/DST/ICAR

Dear sir can we run the KOHA software in windows base, or Linux operating system is required. After successfully install the koha software how to run the software. How to inter the library details. Do you have any manual for that.
