UGC Tyagrajan Committee Report for M.Phil and Ph.D student

Dear all 

According to UGC tyagrajan committee report for mphil / phd student witch passed before 2009, says that if any university follow the 6 point out of 11 point. then university can gave a certificate for regulation of 2009. I  have not found this information on UGC website. so please help me.
