School Librarian comes under Teaching as per the Affiliation by Laws 2018 of CBSE Rule

Affiliation by Laws 2018

If we check appendix VII : Qualification and other details for Teachers -- Page 58 - 68

By seeing the document on Right  we can say that the Librarian of school also act as Vocational Teacher for library subject.

so, its clear a Librarian in School is Teaching staff, and enjoys all the facilities of Teacher.
