I m a librarian of noble engineering college i want to ask u about a Ph.d in libraryscience 2012-13.so in which university in gujarat and out of gujarat ugc approved so i join so i ask u.so please give the detail of this

you should plan to do it in your own college where you are employed. even in engineering colleges there are branches like CSE, industrial ingineering and managemnet, production engineering, management, IT, Humanities etc in which they entertain students from library science background to do PhD. atleast it is so in the IIT
