I took an online admission in july 2017 in ignou regional centre.Due to some reasons i didnot attend any class even practicals.Its a one year programme.My last date of submission of assignments is march 2017.I will not be able to submit assignments.So i am gonna  final semester too with practicals.Can i start afresh from july 2018 ?

will they allow me to do practical course ?

They have given me 4 years of time to complete this course.

Yes You may be permitted as per rule.  Contact your study centre for the same.
