AICTE mandatory journals

anybody have the information about the supplier of e-journals that are mandatory by the AICTE for engineering institutions....    there is supplier for ASTM, named "Book Supply Bureau" i want to know that is this supplier is OK.....

Elsevier has created a web site http://aicte.myelsevier.com/ which will detail how to order for Elsevier journals.
